Abstract

The governance of water in transboundary basins has always been a challenge for decision makers and governments responsible for managing the natural resources existing in them. The particular case that concerns us in this report focuses on the review of the situation that prevailed in 2020 with the conflict of water availability in the dams of the state of Chihuahua,its administration, the climatic conditions in the region, and the water governance problem in the Río Conchos basin. This analysis is based on official information from various sources, selected on the subject of solving existing disagreements between the different water users in the basin, as well as between the diplomatic authorities and the technical bodies responsible for water management in Mexico and the United States.
